The Ministry of Industry and Information Technology announced on December 2nd that the Information and Communication Administration of the Ministry of Industry and Information Technology recently collectively interviewed 18 companies related to the serious harassment caused by junk messages of some mobile resale companies.

Is Receiving Junk Messages Actually "Harassment"?

It is worth mentioning that in 2015, the Ministry of Industry and Information Technology also interviewed 7 companies due to governance problems related to junk messages. Among them, Tianyin Communication Co., Ltd., Sharing Communications Group Co., Ltd., and Shenzhen Youyou Internet Co., Ltd. (hereinafter referred to as Youyou Internet) controlling shareholder Aishide (002416, SZ) were also included.

Is There a Solution to the Issue of Junk Messages?

Industry insiders also point out that the blame cannot only be placed on virtual network operators. "Junk messages, like harassing calls, are given to marketing companies. The marketing companies should be penalized," said independent communications industry analyst Fu Liang to Economic Daily.

As the issue remains unsolved, it seems that the industry problems will coexist in the long term with the development of virtual network operators. Today, virtual network operators not only face the problem of intensified competition within the industry, but also face the trend of stricter supervision. Company 263 (002467, SZ) stated in its 2018 annual report inquiry reply that the gross profit margin of its mobile resale business in 2018 was -8.58%, much lower than the enterprise business gross profit margin. Facing this challenge, Company 263 adjusted its direction and transferred relevant technologies and service capabilities to the enterprise business sector.
